State Police Traffic Stop Leads to Drug Bust in Drew County
Published by Joe Burgess July 29th, 2008 in Police /Legal.During a routine traffic stop, Sunday, Arkansas State Police Corporal Greg Church, based out of Warren, was simply intending to notify the driver of a vehicle in the Wilmar area that he needed to change the window tint of his vehicle, or that he would recieve a ticket.
Officer Church was then given a false name and date of birth by the driver. After several attempts to get the driver’s correct identification, the driver was arrested, and a passenger was removed from the vehicle.
As the trooper was preparing to have the car towed, he noticed a backpack sitting in the middle of the back seat of the vehicle. “As I started to open the backpack, I smelled marijuana,” Trooper Church told MonticelloLive. “I took the backpack to the hood of my car, where the camera was, and opened it there. I then removed 2 quart-sized baggies of marijuana, and a set of scales from inside of the backpack.” he added.
Delvin Shipp, of HWY 278 West of Wilmar, later confirmed his real identity, and even has his ID card in his possession.
Shipp was charged with possession of a controlled substance with intent to deliver, criminal impersonation, driving on a suspended driver’s license, as well as other warrants out of Monticello and Grant County.
The photo above shows over 7 ounces of pot that was recovered during the arrest.
According to Drew County Detention Facility staff, Shipp bonded out Monday.

I’m not sure it’s entirely fair to say that anything has really changed, or that Monticello is any different than it ever was. Small towns, especially in the South, have always had skeletons in their closets and dirty little secrets floating around. It’s just harder to hide them in the so-called “Information Age.”
He is an adult and made his own decision. I could understand feeling sorry for his mother if he was still in his mid-teens.
its not monticello its the people that are moving here and growing up here they always have the excuse theres nothing to do around here. it always seems that breaking the law is easier to do then finding something fun or creative to do.

its not the people that grow up there, monticello has always been the same, boring and not really kid friendly, until there is a positive alternative for kids around there to turn to then it will be easier to sit around and do nothing but think of ways to get into trouble. i too was one of those kids that grew up in monticeollo and there was nothing to do and i ended up turning to crime due to lack of positive alternatives & the very easy access to drugs and other criminal behavior. its a shame that a kid can tell you the best place to get a bag of marijuana but cant tell you where to go to take your family out to have a good time with your whole family. so until that changes that’s the way it will always be the case and sad to say its only going to get worse

you just proved my point. there always seem to be an excuse. I could sit here and name many “positive alternatives” that my whole family and many many many other families find to do. It doesnt even cost a lot of money to do the things either. You just have to look and be creative. You cant tell me a town this size never has anything to do. Good luck and God bless you.
There are things to do around Monticello for teens, but parents need to check in on them and make sure they are behaving and are where they say they are going. You can go Boling, to the Movies, to the Park and play Basketball or Tennis, http://www.monticellospeedway.com on Satuday nights depending on the age of the child they may get in for free. Believe it or not I use to be one of those that said there was not anything to do but the fact of the matter is most not all teens want to be doing things that don’t envolve Adults being around. Maybe some churchs could organize Movie night’s and rotate where they are held. Or open up the Church Gym and have different types of games. I hear so many kids at young ages that are allowed to go out at night just walking here and there. 10-15 with Curfew’s. What????
The fact that Monticello is a small, boring town should not excuse kids, or adults for that matter, getting into trouble like this. Instances such as this one exist pretty much everywhere, in small towns, and in the largest cities in the world.
I was born and raised in Monticello, and I have never been in any trouble with the law what so ever.
Monticello has changed a great deal in the last several years. Its gotten larger, and the criminals are getting smarter. When I was younger, I would watch the news, and think about how I was glad that stuff like that didn’t happen in Monticello. But that is not the case any more. There are muggings, rapes, murders, drug busts, robberies, and any other crime that a criminal can think to commit.
Now, I am concerned about going out by myself at night. I look over my shoulder if I am alone, and have become paranoid to a certain degree…with good reason.
There are some parents that do excellent jobs raising their children, and their children turn out to be very competent, successful adults. There are parents that do great jobs raising their kids, and the kids turn out to be murderers and druggies. There are parents that do really poor jobs raising their children, and the children make their own choices and still turn out to be competent, successful adults. (despite their poor upbringing.) And there are very bad parents that raise very bad children into very bad adults. Every situation is different.
I personally knew shipp and I know he was raised better and feeling sorry for his mom u shouldn’t. We grow up and make decisions we should or shouldn’t . But let’s not blame it on small towns. We all have sinned stop judging one another because God says no sin is bigger than the other.
