Couple Pleads Guilty to Manufactoring Meth, Twice in 2 Months

A Monticello couple plead guilty and was sentenced Monday for manufacturing methamphetamine twice in two months.

Andy Frasure, age 34 and Terri Frasure, age 33, at J&S Mobile Home Park, went before the Drew County Circuit Court Monday, and plead guilty to their charges.

Andy was sentenced to 15 years in the Dept. of correction, with 5 years suspended sentence after that.  Terri was sentenced to 2 years in the department of community correction, followed by 3 years of suspended sentence.

When told to tell the judge what he did, Andy responded, “I cooked meth.”.  Terri told the court, “I had the stuff to make meth.”  When asked, they both ansered “twice” and within “2 months.”

Their sentences could have been a maximum of life for him and 20 years for her.

According to Lt. Jason Akers of the Tenth Drug Task Force, a Monticello couple was arrested Monday for the second time in two months for manufacturing methamphetamine.

According to Akers, Task Force Agents arrested Andy Frasure, age 34 and Terri Frasure, age 33, at J&S Mobile Home Park early Monday morning after executing a search warrant at a trailer the couple were occupying.

According to Akers, Agents executed the search warrant and found what was believed to be (2) separate methamphetamine reactions occurring inside the camper. Agents located trash from the residence that contained empty cold pack packages, empty boxes of ephedrine and other items related to the manufacture of methamphetamine.

Agents located numerous used syringes, spoons containing suspected drug residue and related items of paraphernalia.

Both suspects were charged by the Task Force with Manufacturing a Controlled Substance, Methamphetamine and Possession of a controlled substance. Additional charges may be pursued later depending on lab results, according to Akers.

Both Frasures were taken before Judge Bynum Gibson on Monday for a First Judicial Appearance.  Judge Gibson set their bonds, for both of the offenses, at $150,000 for each individual.

As of Wednesday morning, both Frasures remained in the Drew County Detention Facility.

The Drug Task Force would like to thank the Monticello Police Department, the Drew County Sheriff’s Department and the Arkansas State Police for their assistance in this case.

    guess their first consequence was just a slap on the wrist. maybe they should have been serving jail time and we wouldn’t have had to waste more taxpayer dollars to investigate and arrest them, AGAIN.

    You are right hobitt, they are very dangerous; but as you see, they don’t care. It looks to me that they don’t care about anyone around them. Have you ever seen how close campers are in a rv park? even though these officers never hear it, GOOD JOB!!!!!!!! And thank you for putting your life on the line so that the people of drew county can be safe.

    I seem to remember some family member getting upset the last time they got arested over concern for their children. If I remember the person was upset at comments that someone posted about the couple, that the kids had read. I want to know where the parents concerns for their kids were. The couldnt care too much seeing how they got out of jail and put their children right back at risk. I am praying the children are far away from this couple, in a safe enviroment. I am just amazed that they show so little concern.

    I agree with Scuba…GREAT JOB to ALL the officers and various departments that were involved in this arrest. The chemicals used to manufacture this stuff are very volatile and can blow up any second, not to mention the health hazards it presents to the officers when they have to confiscate and dispose of the stuff! People never cease to amaze me anymore…meth heads have no concern for anybody! Thank you officers for keeping us safe!

    I am still amazed at how wide spread meth is in rural areas now. I wonder if any of the other trailer park folks smelled the smell and wondered what was up.

    Great job on arrest. Keep children away from this couple because they don’t have the capacity to care about themselves let alone their children. My heart goes out to the children, but throw the book at these two.

    Maybe if the penalties were the same for manufacturing meth as they are for crack cocaine you would not see them getting out and being arrested again in less than two months. Nice to see their photos were posted.

    i agree with concerned if they cared about what their kids was reading about them, instead of doing the same thing over again they would have been trying to get their life in order to serve as an example of what learning a lesson and turning your life around looks like…. not what a second mugshot looks like.

    Andy used to be a really good friend of mine when we were kids… I know meth can really tear families apart, the reason I know is because my sister has been on meth and other drugs for over 20 years.. I even did meth for about a year and and was even cooking it and I about lost everything I had, and broke everyones heart thats ever been close to me… When I got in trouble with the law, and lost the respect of all my friends and family members, I decided it was time for me to change… It was tough but I did it… Ive been clean for over 5 years and have gained back the love of my friends and family members… Andy my heart goes out to you and your family, and if you want to change bad enough, you can… You know youve lost a brother, your brothers bestfriend and even Jerry… Meth isnt worth it… I love you man..

    I am from Monticello born and raised. It is sad to hear about a place you grew up is having this wide spread issue with drugs. I still visit Monticello and I see all these hotels going up but I do not see any industries coming to Monticello for the citizens there to go to work. Why does Monticello need all these hotels when no one is going to visit there because there is nothing there? With the employment rate so high and people are struggling to support their families I can see where someone will turn to drugs to try to make money. Is it right NO is it DANGEROUS: YES. I think that the people of Monticello need to start trying to get something there so that the citizens can make an honest dollar. I hear people always saying they will do anything for their children. But when you have a couple like this (I do not know what this couple was like) but in general they get caught doing things they are not supposed to be doing they are the worst people on the face of this earth. So the next person that wants to post a bad comment about this couple needs to really think about what they write. Instead go to your local representative and try to make a difference in Drew County so that we are not reading stories like this in the future.

    He will serve over seven years before he is eligible for parole being that manufacturing is a 50% rule case. Serving seven years is the equivalent of getting a 42 year sentence on a regular 1/6th crime.

    Yup, keep locking people up, we have plenty of money to keep doing what hasn’t ever worked. People like these two arn’t going to learn a thing, except how to be a better criminal. Drug abuse is a medical problem, and remember all you folks who want revenge, remember they will get out sooner rather than later, and they will still be addicted, and a much higher educated criminal. So good luck folks, keep doing the same things that have never worked. And while you are at it figure how much this incarceration costs we the taxpayers. Not to mention that there are real violent criminals around, that the HEROS don’t have time or courage to arrest.

    Why didn’t the both of them get the same sentence? They were equally guilty–this I don’t understand. The crime against their children deserves many years in jail. Someone please tell me WHY she didn’t get more years?

    I hate to see them get such a small sentence when I know of others whose first offense got them many more years. I feel like this guy will go through a boot camp and be out in 2-5 months which is upsetting when the others have far longer sentences that were only concerned with possession of meth. It’s a disgusting insight into our legal system when the people not the crime are judged. It just dissapoints me and amazes me that this couple were arrested TWICE for the same crime and still got a small punishment. Justice should be fair, the same crime worth the same sentence, doubled if caught twice and et cetera.

    If u have never been there then u should NOT B casting the stone. This family has been 2 hell & back in a very short period of time. As far as NOT caring 4 their children, when u r strung out, it is not an option of whether u care or not. Obviously those who have posted that these 2 r monsters have never experienced drug addiction thus do not have a leg 2 stand on as far as what type of people Andy & Terri r or r not. Please become informed bfore u pass judgement & take a look into your own closet. I know this family very well & 4 a very long time. All I have for them r prayers not condemnation.

    I say amen to that, I also know the family very well… Meth ruined my life at one time and I think the Lord for pulling me out.
    Andy and Terri my prayers continue to go out for you guys and your family. Addiction is hard, but it can be broken.

    this is a very sad story. andy & terri are lost right now. i will prayer for them and the children. terri is a sweet girl and was beautiful i cant believe this. addiction is serious. andy was a great guy too. they need help and lots prayer. Im not here to judge them. I hate the children have to suffer. If youve never been through addiction and their is many forms of it u shouldnt judge them. please just pray for them.

    Once upon a time, Andy and Terri were two of the sweetest people you have ever met. They were kindhearted, giving, loving folks, who cared about others. And they drugs came into their life. Satan has tools, many forms of tools and he will use whichever ones it takes to destroy lives, families, and eventually take your soul. Please don’t cast stones, just pray for them. They are human, they got caught in Satans lies. They are wonderful people who are lost. Don’t judge um, pray for them. I love you Andy, Terri, I pray for you. I am so sorry that satan was able to destroy your lives, your kids lives. But God will provide for these children. And God can change the parents as well. God bless the kids!

They were very good parents. they never did drugs when the children were there. he had 9 broken bones in his shoulder, 5 fractures in his spine, spots in his lungs. all from a car wreck. under doctors care for 8 yrs. he was set up, by a person that had no place to live, no money, ask could he stay there a few days. come to find out he had been in prison for several yrs. he got stopped for speeding. found drugs on him and his girlfriend. they blamed it all on Andy. they got off scott free. the first charg was droped. they couldn’t find any evidence. none of you know what you are talking about or what hell ever one has been thru.they always went to church, took their kids. would not hurt any one. the stuff you wrote has done more damage to the family than anythey they could have done. I am praying for salvation for all of you.
