City Council’s Choice for Health Insurance, Details of Plan

And the choices were………………
The Municipal League’s Health Benefit Fund, the current carrier’s plan, had the highest expense, but had a maximum limit of $250,000 benefit per person, per year. Several council members commented that they knew of many cases where a 1-2 week stay in the hospital for a medical emergency had cost over $200,000.
This limit seemed to eliminate this plan from consideration.
United Health Care’s proposal included a $2,000 deductible per person, with a cost of $791.72 per family. This plan carries a “stop loss” per person, per year of $2,000.
Qual Choice, who provides insurance benefits to the University, was represented by Tommy McLemore, of Echols and Associates. Qual Choice’s printed materials show it to be basically equal to United’s, except for having a $1,000 deductible, at a cost of $754,89 per family.
There was some confusion about the printed materials for Qual Choice not having a “stop loss” clause, but McLemore assured the city that their maximum expense would also $2,000 per person, per year.
McLemore when asked about the city’s employees having to meet ”pre-existing condition” requirements, told the group, “Everyone who is in the city’s current insurance program will be included in the Qual Choice plan.” He added, “Only new city employees will have to meet ‘pre-existing conditions’, and then only during their first year of coverage.”
Before the council’s decision, McLemore told the city, “I’ll make sure things are taken care of, down to a ‘T’”, making it appear that if Echols and Associate’s offer is accepted, that McLemore will personally assist the city and it’s covered employees transition into a better level of coverage.
Judge Clifton Bond made the motion to accept “Proposal 2″ (Qual Choice’s submission), and his motion was seconded by Beverly Hudson. The vote was then unanimous in favor of McLemore, Echols, and Qual Choice.
