EAST Lab Students Visit School Board

Students from the Monticello EAST Lab also attended Tuesday’s monthly Monticello School Board meeting to show the board what they do in EAST Lab. The students choose some sort of service project and work together to complete those projects. While doing this, the students learn valuable computer editing and social skills.

Some of this year’s projects were creating a website for their fellow students, creating a news team, creating a virtual tour of MIS’s Learning Garden, and geo-caching.

The students also raised $200 in 30 minutes with their “Dog Walk,” a fundraiser which allowed students to “skip” their AR reading time one day and walk around the pond if they paid a dollar. The money went to help the dog pound.

EAST students also participated in the Empty Bowls program with their art teacher and UAM’s art department. The students created ceramic bowls that they will sell; the profits will stay at MIS to help needy students there.

Monticello School Board Discusses Benchmarks and Programs

With the arrival of spring comes the dread of the Benchmark exams, which were the main topic of Monticello’s regular monthly school board meeting. Bobby Harper stated that the governor is encouraging schools to go beyond proficient on the exams. He wants them to be more prepared for college and beyond, so he wants them to score higher on the exams. In light of that, Harper asked the principals to tell the board what they have been doing in their schools to help improve the students’ Benchmark or SAT/10 (for elementary) scores. New City Policy for Spay / Neutering of Pound Adoptees

The Monticello City Council approved a new policy to take place beginning Friday, January 22, 2010, pertaining to the city dog pound. 

The policy states that all dogs adopted at the pound must be spayed or neutered. If the dog is a newborn, it must be brought back to be spayed or neutered when it is at the proper age. For questions or adoptions please call 870-367-3377.

City Council Passes Ordinance over Property Clean Up

The Monticello City Council discussed an ordinance at their regular monthly meeting that will require citizens to clean their property and require a certain procedure to be followed. After much debate, the council decided that grass should remain below 12” and that if it exceeds 12”, they could require the owner of the land to clean it up.

City Council is considering exempting undeveloped land from the ordinance, but as it stands right now, all property is included. If the council exempts undeveloped land, landowners must still keep trash off that land. They are trying to clean up the city and keep it looking clean.

The ordinance was approved with only Clifton Bond objecting.  Bond decided to clarify his reason for opposing the ordinance by stating that he is not against cleaning up the city, but he doesn’t “think this is the right way to go about it.”

The council also approved a resolution to authorize the mayor to apply for a grant from the Arkansas Economic Development Commission, approved a resolution to accept the contract for the MEDC, approved a resolution to accept the contract for the Chamber of Commerce, and approved a resolution to accept the contract for the Boys & Girls Club.

DC School Board Recognizes Flemister, Approves Other Items

The principals discussed their plans for the Benchmark and how to help students score proficient or above during the Drew Central monthly meeting. DC High School has implemented a new tutoring program through Sylvan Learning and have hired tutors from UAM to help work with the students.

IMG_2160The school board recognized Cindy Flemister who was voted as Drew Central Teacher of the Year for 2009-2010.

The board approved the resolution adopting the 10 year Master Facilities Plan, the resolution approving the purchase of pipe for student bridges, the remediation procedures, the Parental Involvement Plan, and the make-up day.

The new last day for students will be June 3, 2010, and the last day for teachers will be June 4, 2010.

The boardl also decided to hire Erica Herman to teach one art class a day for the remainder of the school year.

Chamber / MEDC Yearly Awards Announced

059 The first award was the 2009 Drew County Farm Family of the Year presented to the Norris Stevens Family by Judge Damon Lampkin.

057The 2009-2010 Teacher of the Year Award for the University of Arkansas at Monticello was given to Physics Professor Dr. Juan Serna of the School of Mathematics and Natural Sciences. The 2009-2010 Teacher of the Year Award for Drew Central Schools was presented to 2nd Grade Teacher Cindy Flemister. The 2009-2010 Teacher of the Year Award for Monticello Schools was presented to 3rd Grade Teacher Wanda Jackson. The awards were given by Dr. Lou James.

2009-champsThe Award of Excellence was presented to the Monticello High School Football Team by MEDC Executive Director Truman Hamilton. Coach Van Paschal received the award on behalf of the team.

049SeaArk Companies received the award for the Drew County Industry of the Year presented by Hamilton, following their 50 year anniversary, late in 2009.

045Ray’s received the award for Drew County Business of the Year, presented by 2008 winner Head of the Class Childcare’s Shay Gillespie.  Ray’s was recognized as a Monticello landmark that has been family owned, through three generations.

052Sherrie Gillepsie received the award for Drew County Woman of the Year presented by 2007 winner Sheilla Lampkin.

Shay Gillepsie, Sherrie’s husband, received the award for Drew County Man of the Year presented by 2008 Winner Damon Lampkin. Their business, Head of the Class Childcare and Learning Center, was selected as last year’s business of the year.

Jarrod Johnson was the Keynote Speaker for the Monticello-Drew County Chamber of Commerce and Monticello Economic Development Commission (MEDC) Annual Awards Banquet held Tuesday, January 12, 2010. Johnson is the special projects coordinator for the Office of the Arkansas Secretary of State, Charlie Daniels. Johnson’s speech detailed some duties and events of the Office of Secretary of State.

Around 200 local residents attended the event, held at UAM’s Gibson Center.

Local Lady Donates Flat Screens to DMH Patient Rooms for Christmas

At Tuesday’s Quorum Court  meeting during the hospital report, DMH CEO Mike Layfield told the court that Minnie Mae Moffatt had been visiting at the hospital and noticed that only about 15 of the rooms had flat screen TVs. The other 33 rooms had old box TVs.

Mrs. Moffatt asked Layfield how much it would cost to buy flat screen TVs for those other rooms. After hearing the price of $23, 000, Moffatt left, only to return a few days later with a check for that amount. She told Layfield she was giving the money for the TVs in the spirit of Christmas.

Other School Board News

Tuesday night the Monticello school board held its monthly meeting. One of the main topics of the meeting was the discussion and approval of the uniform, mats, and facility services. 

The board recognized Jennifer Touchstone for completing her National Board Certification, which means she can now teach her subject anywhere in the nation.

The board placed before the public the Monticello School District Ten Year Facilities Plan to allow comments, opinions, and questions. The public posed none, so the board approved it.

City Hears Opinions from 4 Residents Over 4 Different Issues: From Animal Control, to Accepting Substandard Streets, to an Unproven Arson, to Condemning Substandard Housing.

The Monticello City Council held its regular monthly meeting Thursday night.

First on the agenda was approving a resolution to accept the bid on the splash plad, at Jordan Park.

 

The next topic covered by the council was Mandy Moss’ concerns about the City Dog Pound. Moss began by asking the council to use some money from the pound’s allotted money to build a 60 X 10 ft. exercise pen for the dogs. She added, the dogs are kept in a cage 24/7 and are only taken out for exercise when the Humane Society can come take them out. She asked the council to use the money to build a pen for the dogs to exercise and meet their future owners.

Moss then asked the council to change the city ordinance so that it is mandatory that all dogs be spayed or neutered before any and all adoptions. This will help cut down on the amount of breeding and unwanted puppies, and hopefully cut down on euthanasia, decrease the number of dogs coming into the pound, and save the city money on both veterinary bills and feeding costs.

Another major topic of the meeting was the adoption of the University Heights and Rebecca Circle streets as city streets. Bobby Roberts, who lives on Fawn Lane off of University Heights, spoke on behalf of the residents of University Heights.

“We need some help on our streets,” he stated. Roberts said that there are a lot of potholes and soft spots in the streets and that when it rains, it gets worse. He said that the developer was not much help when asked to fix the roads.

“Our immediate goal is to get some help,” he stressed. “We understand that you have already made the budget of this fiscal year. We’re just asking that you consider us for next year.”

As the Countil was beginning to consider Rebecca Circle, another resident spoke to the issue that he felt Jaci Lane should be included as well.

The council agreed to study the issue further at a special meeting. The council also approved the adoption of Rebecca Circle.

The city began the discussion of property cleanup again with Truman Hamilton leading the discussion. Hamilton gave the council pictures of four properties that had been sent notices and were being considered for condemnation. One owner had made significant improvements to his building since the notice was received, but little or no work had been done on the other houses.

Melissa Sawyer came forward stating that her father owned the house on Hyatt St., and that she had personally talked to the mayor and Hamilton, who had both agreed to give her some time to make improvements. She stated that there were plenty of run down houses in Monticello and wondered why hers was chosen. She also emphasized the vagueness of the notice sent to her and asked what the city wanted her to do with the property. The council agreed to have a special committee meeting on the topic.

School Board Changes MIS Entrance To Reduce Wrecks, & Hire’s Interim MMS Principal

msbTuesday night, the Monticello School Board held its regular monthly meeting. The first item on the agenda was the update, discussion and approval of the recommended Monticello Intermediate School vehicle traffic. Bobby Harper, Superintendent, stated that there had been a lot of accidents on Jordan Drive already this year, and that luckily, no one had been hurt. “We have a dangerous situation in front of MIS,” stated Harper. Mary Donaldson, MIS principal, presented a diagram of the recommended changes for the traffic, which included restricting the exit from MIS to a “right turn only” lane. They would then make two lanes that turn into the MIS campus. After turning, the parents will merge right and the teachers will use the left lane to bypass the drop-off zone and park. Donaldson said that she believed this would solve a lot of problems. She said that if the board approved the changes and they could have the arrows painted onto the pavement this weekend, they hoped to begin utilizing the changes Monday. Read the rest of this entry »

Drew Central School Board Meeting from Thursday Night–Basketball, Building, & Bus Routes

DC_Jr__High_Football_TeamThe Drew Central School Board held its monthly meeting last Thursday night. The Jr. High football team came to the meeting to present the school board with their first award for making it to state. The team won all of its games this year.

DC Jr. High Football Team 3Rusty Rabb gave a brief construction update stating that everything was basically on schedule. He said that they had had more rain this year than was expected, but that they still planned to have the building ready to use by the end of Christmas Break if not before. City Council Fire Dept. Committee Discusses Plans for 1 or 2 More Fire Stations

The city council met Tuesday night for several special committee meetings. The first meeting was for the Fire Department Committee. The council met to discuss locations for a new fire department. Fire Chief Steven Faulkner presented the committee with maps and drawings of possible locations for the new fire department, and what the mile and a half response time area would be for those locations.

Alderman Tim Chase stated that he believed that if the council was going to build a new fire department, they needed to renovate and maintain the central location, and build a fourth one in another location. Alderman Beverly Hudson stated that while that would be ideal, it would cost more money to do that.

The committee decided to meet again in December to discuss the future location of the fire department.

City Council Discusses Contract Services Specifications for MEDC, Chamber of Commerce, & Boys/Girls Club

The last committee meeting was the meeting for the Contract Services Specifications Committee. The mayor gave the committee a copy of last year’s notice for bids for the Monticello Economic Development Commission and the Chamber of Commerce, along with last year’s notice for bids for Youth Services for the Boys & Girls Club.. He asked the committee to look at the notices and decide on any changes that need to be made so that he could advertise that the City of Monticello is seeking bidders for 2010.

The committee decided to look at the proposals and discuss it at the next council meeting.

Gov. Beebe Addresses Cornerstone Coalition Annual Banquet at UAM

Wednesday evening, the Cornerstone Coalition held its Inaugural Annual Meeting at the University of Arkansas at Monticello. Governor Mike Beebe was the keynote speaker for the meeting. The Cornerstone Coalition is an organization designed to help enhance economic development in Southeast Arkansas. Six counties-Ashley, Bradley, Chicot, Desha, Drew, and Lincoln-have banded together to help with the development of the region.

Senator Jimmy Jeffress introduced Governor Beebe by stating, “Governor Mike Beebe is probably the greatest friend Southeast Arkansas has had in a long time.”

Governor Beebe began his speech by recognizing the SEARK Senators and Representatives that support the Cornerstone Coalition. He continued to discuss the importance of regionalism and how it can help Southeast Arkansas.

Other County Items Covered in Quorum Court Meeting.

During the Quorum Court regular meeting held last Monday night, Bill Horn spoke about the GIS program. The mission of the Arkansas GIS Board is to improve the quality, access, and cost effectiveness of geographic information across Arkansas. Horn stated that Drew County needs to improve its imagery for the GIS and was imploring the court to help improve that imagery. He said that this is something every county does on its own, and it would be very beneficial to Drew County to update the imagery.

Mike Layfield gave the monthly hospital report during the regular Quorum Court meeting last Monday. According to Layfield, Dr. Kelly Shrum saw 33 people on during the opening day of his practice, which was Monday, October 19.

Layfield stated that last month’s profit was $76,000, giving the hospital a profit of $500,000 year-to-date. Layfield also mentioned that the hospital will be having a health fair for the community where they will run tests that would normally be a $400 value for $20. The Court also approved a resolution to follow a state ordinance dealing with delinquent solid waste taxpayers. The ordinance will allow the county to put the delinquent taxes on the tax statements mailed out in March. Tonya Loveless, executive tax collector, told the court that with this being an extremely busy time of year for her, she cannot have the delinquent taxes ready to go on the November statements. She also told the court that she really needed to have software that would enable her to put the taxes on her statements more efficiently.

Medical Office Building Held Up by Appraisal Value of Hospital’s Land

During the regular Quorum Court meeting held last Thursday, County Judge Damon Lampkin brought up the new Medical Office Building. Dr. Sidney Collins and Dr. Jeffrey Reinhart were there to discuss the status of the prospective building. Collins stated that they had come to a roadblock in the building because the land was appraised for much higher than they were hoping to pay.

The county paid for an appraiser to come in and examine the land and his estimate for the five acres of land was around $224,000. The doctors then paid for a different appraiser to examine the land and his estimate for the five acres was $110,000. The doctors do not want to have to pay $224,000 with all the restrictions that were put on the building. They asked the court to lower the price of the land. Read the rest of this entry »

County Road Foreman Give Road Report

During the regular Quorum Court meeting last Thursday, Wayne Evans gave the monthly road report. Evans said they have only completed 11 miles to date along with five or six lanes. He said they have not been able to complete as much as they would like due to all the rain.

Evans has been laying soil-cement and said that if his crew works for an hour to lay down the cement and it starts raining before it dries that he has lost $12,000. He stated that it took his crew five weeks to finish 1.7 miles because of the threat of rain. There has been more rainfall this year and that has caused them to make slow progress.

Council Discusses Cleaning Up “Eyesore” Buildings

Beverly Hudson lead a debate last Thursday during the regular city council meeting on condemning buildings for city clean ups. She opened the topic by showing pictures taken by Truman Hamilton depicting the old, abandoned buildings. Hudson wanted the council to enforce the ordinance already in place that states that if the council deems a building to be a nuisance they can condemn it and ask the owner to tear it down and clean it up, or if the owner refuses, the city can take down the building. DC School Board Report

The Drew Central October School Board Meeting was held Thursday night. The meeting was called to order with Mike Pennington, Curley Jackson, Brandon Saterlee, and Miyoshi Smith present. The financial report and previous minutes were both read and approved.

The transportation report was the next item of business. Kenneth Trotter reported that one bus will be out of commission due to having to be rewired, but everything else had been fixed up and was ready to go.

Joy Graham, DC Middle School Principal, offered the Principals’ Reports for the elementary and middle schools, and she brought a copy of the Arkansas Comprehensive School Improvement Plan to show the board members.
