2 Unrelated Kidnappings in Monticello Monday
February 11th, 2009 by Joe BurgessIn two separate incidents, kidnapping charges were filed by Monticello Police Dept. officers, Monday.
Around 1:30 p.m., Joseph Hill, age 21, of Monticello, was charged with kidnapping, third degree domestic battery, aggravated assault, and traffic tickets.  Hill was awaiting bond being set, Tuesday,Â
A call came into the Police Dispatch, reporting a male and a female fighting in a vehicle.

Juan Carlos Topia-Cortez, an illegal immigrant, was arrested later Monday afternoon, following an altercation, where he allegedly was attempting to force a Monticello lady to give him her vehicle.
Topia-Cortez is being held in the Drew County Detention Facility, on charges of Kidnapping and aggravated assault.
He is also being retained for Immigration and Customs.
